MOM Spells Out Employer Support as Childcare Leave Expands
With childcare leave now expanded, MOM has set out how it plans to help employers absorb the extra manpower gaps that come with it — announced 10 September 2026.
The headline measure: employers get full reimbursement for the duration of child-related leave taken by their staff, intended to offset the cost of bringing in temporary cover while an employee is away.
On top of that, employers can tap the Skills and Workforce Development Agency’s Enterprise Workforce Transformation Package (EWTP) for support with cross-training staff, setting up flexible staffing arrangements, and adopting technology for workforce planning — all aimed at making it easier to absorb leave-related gaps without long-term headcount increases. MOM and tripartite partners say they’ll also guide employers, SMEs in particular, on spreading leave-cover workload fairly across a team.
None of this changes the guardrails already in place: the Tripartite Guidelines on Fair Employment Practices require merit-based hiring, and the incoming Workplace Fairness Act — effective end-2027 — will make it unlawful to base hiring or employment decisions on pregnancy or caregiving responsibilities.
For employers, the practical read is: the reimbursement takes some of the sting out of covering leave, but the fair-distribution and non-discrimination expectations aren’t going anywhere — worth documenting how leave cover gets assigned now, ahead of the Workplace Fairness Act taking effect.
