Singapore Reviewing Whether to Extend Background Screening to Private Tutors and Coaches

The government is reviewing whether criminal record screening for people working with children should extend beyond the sectors it currently covers — following parliamentary questions raised on 8 September 2026.

Screening today applies to MOE school staff, ECDA-licensed preschool employees, mosque workers, recognised religious teachers, and SportSG-registered coaches. Under review: private tutors, sports coaches, arts instructors, and volunteers in enrichment programmes — none of whom are currently covered, despite often having unsupervised access to children.

The review is being led by the Ministry of Home Affairs and the Ministry of Social and Family Development, and could result in a voluntary or certificate-based screening system for these unregulated roles. No timeline has been given — officials said “further details will be shared when ready.” Senior Minister of State Goh Pei Ming was direct about the priority: “Safety of our children will have to take priority.”

If you run or hire for a tuition centre, enrichment business, or private coaching operation, this is one to watch rather than act on yet — nothing is confirmed, but a voluntary screening scheme now is easier to get ahead of than a mandatory one later.
