National Wages Council Gets a New Chairman: Hsieh Fu Hua Succeeds Peter Seah
Peter Seah is stepping down as Chairman of the National Wages Council after more than a decade in the role. Hsieh Fu Hua, currently NWC Deputy Chairman, will succeed him with effect from 19 August 2026.
Seah requested to relinquish the position for personal reasons, and the Ministry of Manpower approved the request. He chaired the NWC from 2015, steering it through the COVID-19 pandemic and helping build the tripartite consensus that underpinned Singapore’s wage policies through that period.
Hsieh’s background spans business, social and public service: he currently chairs the NUS Board of Trustees and sits on the GIC Board, and previously served as President of the National Council of Social Service, CEO of the Singapore Exchange, and President of Temasek Holdings.
The NWC’s annual wage guidelines shape pay negotiations across Singapore, so a change at the top is worth noting even without an immediate shift in direction — the Ministry has credited Hsieh’s predecessor with sustaining the consensus employers and unions rely on each wage round.
